Justin is an Arup Fellow, a Director and leads Arup’s water business in Europe. He is an environment engineer with over 36 years’ experience on a broad range of water and environment projects across Europe, the UK and internationally.

Justin has an in-depth strategic understanding of working across the water cycle and has advised on strategy as well as project delivery. He has expertise in water management, environmental impact assessment, environmental due diligence, water scarcity and risk, water quality and sustainable design.

In 2019, Justin led Arup’s global team which won an international competition to develop an innovative stormwater masterplan for Shanghai, using digital analytics to develop a blue/green/grey approach to the management of stormwater. 

He is currently acting as a technical director for Arup’s team delivering urban drainage infrastructure to seven cities as part of a wider $2bn reconstruction programme supporting El Niño-affected communities in Peru. Justin also manages Arup’s strategic relationship with Oxfam, overseeing collaborative projects in shelter design, faecal sludge management and water resources.
