Carmen is a professional engineer and qualified planner specialising in transport and intelligent mobility design.
Her unique blend of engineering and planning expertise allows her to navigate prevailing planning constraints and identify opportunities. She applies relevant planning principles of smart cities on transport and traffic engineering design work. She has extensive experience in various land use planning and smart mobility applications responsible as project manager and leader, overseeing the incorporation of smart cities strategies throughout the whole design and implementation process.
In her capacity as the Intelligent Mobility Skills Network Leader for East Asia, Carmen is a passionate advocate for practical deployment of new intelligent mobility solutions. Notably, she pioneers the implementation of Hong Kong’s first free-flow tolling system across major tolled links and provides technical supports for Connected and Autonomous Vehicle services. Her insights, derived from strategic policy studies, drive forward 'future-proof' initiatives into strategies, polices and asset specifications
